Finalised HPP Workplan
Pathways for Change, Grounded in Culture
For our First Nations families and communities the need for safe, secure and affordable housing that is fit-for-purpose is urgent.
That’s why ACHIA NSW is proud to be a part of the Housing Policy Partnership (HPP). This forms a national platform where Aboriginal and Community where Aboriginal and Torres Strait Islander community-controlled voices can sit side-by-side with Government to shape housing policy and action to address inequity and embed action as a part of the National Agreement on Closing the Gap.
Over the past few months, Shane Todd has been attending HPP meetings on behalf of Charlie Trindall, making sure that NSW voices are being heard at the national level. It’s great to now have Charlie back in the room, adding his leadership and experience to these important conversations.
We have already begun some important work in the space, in particular, around the below working groups:
- Workstream 3.3 – Strengthening ACHP Capacity
- Workstream 4.1 – Stock Transfer Pathways
- Workstreams 5.1 & 5.2 – Data, Evidence and Cultural Safety
These discussions matter; they’re about building real pathways for stronger, community-led housing solutions.

The HPP sets out six “Horizons” for action – from embedding our voices, enabling community-led solutions and making sure that data and evidence reflects our stories. For ACHIA NSW this is about making sure what matters most to our members and tenants in NSW is front and centre. These Horizons focus on:
- Horizon 1 – Embedding Aboriginal and Torres Strait Islander voices and shared decision making across housing and Homelessness
- Horizon 2 – Establishing partnerships and working groups to progress the priorities and influence of the HPP
- Horizon 3 – Enabling community-led solutions. Increasing investment and strengthening the community-controlled sector
- Horizon 4 – Enabling the smooth transition of housing stock to the community-controlled sector
- Horizon 5 – Transforming government agencies and portfolios across the Aboriginal and Torres Strait Islander housing and homelessness landscape.
- Horizon 6 – Developing strong, self-determined evidence bases and enhancing access to qualitative and quantitative data
This work won’t change things overnight but it’s a vital step towards lasting reform. Together we’re laying the foundations for a housing system where mob lead the way, government listens and families get the homes that they deserve.
