Perspective on ACHP Opportunities in 2025

Homes NSW commenced operations on 1 February 2024. And in the 2025 budget, government announced the single biggest investment in social housing since the post WWII era. But we’ve been asking: where is the $6.6B endowment promised? Beyond the big picture painted in the Budget papers, when will we see details? When will we see procurement opportunities and new housing supply hit the ground? 

Per machinery-of-government processes in motion, Homes NSW have – after a few rounds of consultation with peaks, ACHPs, tenants and the broader public – put together a detailed plan on how to expend the $6.6B endowment. This will shortly be presented to Minister Jackson for approval. It will then be considered by the Expenditure Review Committee (ERC), chaired by the NSW Treasurer, Daniel Mookhey. [If you want to find out more about the role of the ERC, here’s a link]. Given the creation of Homes NSW as a new entity, particular legislative changes have needed to be drafted in order for the entity to function as empowered by the Minister. 

Yep, the wheelwork of government is a lot slower than we’d like. But things are likely to move quickly once that approval is secured (potentially by early February 2025).  

Prepare for Homes NSW announcements from February 2025.
It’s likely that there will be a series of procurement opportunities. 
 

Here’s a high-level checklist to help: 

  • Review any and all housing construction, development and land use plans you have in the ‘bottom drawer’ 
  • Start conversations with your Boards now on any plans you’ve had on hold and any new ideas that may have come up since those plans were laid aside 
  • Gather the results of any community consultation you’ve done (or done in collaboration with other organisations) which demonstrate priority housing and support need areas of communities, with a particular emphasis on vulnerable target groups (e.g. Young people ageing out of and leaving out of home care, women and children leaving Domestic and Family Violence, people with disability, people with mental health issues) 
  • Gather critical governance, strategic and operational documents that can be presented as evidence of your vision, strength and capability.  Start developing how you want to move forward to achieve your desired outcome/s: envision your organisation’s critical path to deliver the additional housing supply needed by your community 
  • Start drafting a budget
